BEQ P-405 supports the Navy’s Homeport Ashore Program to provide energy efficient housing for homeport single sailors.  The mission is to provide adequate space and living amenities for all Navy bachelor enlisted personnel that promotes professional development, supports unit cohesion, and improves their quality of life.

The housing complex consists of a seven-story building and separate parking garage located at Naval Base San Diego.  The façade is a blend of integral colored CMU blocks with matching mortar and a naturally finished cast-in-place concrete. The facility provides for 161 apartment-style modules, each housing 4 sailors.  The building is served by 4 elevators and features a 1700 square-foot roof terrace with concrete pavers and glass railings, façade maintenance equipment, high efficiency energy saving electrical, mechanical and plumbing systems and low maintenance finishes – solid surfacing, engineered stone and porcelain tile. Exterior amenities include a running track (1/4 mile), basketball court, and ceremonial plaza with seating /gathering space for over 100 people. The project achieved LEED® Platinum status.
